I don't know who actually built fences but I would be pretty sure James, Ryan, and Tim didn't build them or was around when they built. So that means Roger D, a many time World Champion from Europe thought there was a need for those fences?

The fence is there to protect the American riders from the american fans that are over there maybe? Without the fence 500guy and TFS might have stormed in there with cameras and funny hats and shiet.

LOL! That seems like a good observation. I was there though, and I'm clueless as well! I guess someone feared something, but with this protecion came a prize of alienation. Would have been cool to get a got explainiton to make sense of it though. I love the GPs because there's no distance between the fans and the riders. If this fence thing becomes a trend, I will loose some interest for sure. They are just riders after all.

Well, like the a bit more calm (tnx) Hurricane pointed out, it was a stupid fence.

Again to try and answer the question, the promotors were probably the one responsible. Crowd control can't occur after things happen. It has to be prevented. Who knows maybe there had been threats. At Anaheim the Kawasaki pit has more barriers because it gets more crowded than other pits. It was similar for McGrath.
