Swap cables between bikes. 3/4 gap something is binding. then swap the fiber plates and inspect any splined areas or slip surfaces. Could be the steel plates binding into the inner hub. I have had god use out of the Tusk clutch.

Sounds like the bladder may be ruptured. If so You will need a new bladder and a shock service with an oil change. When I have had a shock bladder fail all damping is lost. The shock is no more than a spring. It may be way overdue for service. Not sure how much pressure is needed for a CR...

Believe it is an 82. Have an 83 for parts the lower forks are yellow. I am going to try Race tech emulators in the forks. I like small bores in the woods. The PE is a fun motorcycle.

You have a blown head gasket. or the radiator cap is bad. Check for erosion on the head surface also. Octane of gas could be too low. Had this problem in 1981.
