No, he went down on another guy's sideways downed bike at the end of a downhill.
It was one of those crashes a lot of us have had where you dont even have time to get your arms up or tumble... you just go from upright, to face in the soil so fast you wake up telling your mom you don't want to go to school.
Guy ate it on a straight eight in front of him. Hit the bike and rag dolled off the ground.

No. They had made it all the way around back off the top of the hill and as they were coming down the rider right in front of of him tucked the front and Justin had no where to go. There was a different incident on the start straight with Webb and Plesinger.

What was this guy smiling about? It looks like someone told a joke type of smile.
That's Shaun Wooten. NorCal local phenom in the 80's and 90's. He's a Dirt Digger and one of the nicest guys around. This guy makes friends with everyone he comes in contact with. Someone did say something to him and he was reacting with this smile. He's no stranger to injuries (he was a pro with many injuries himself) and he definitely knew the severity of the situation.
That’s why context is important. Shaun is the nicest guy you’d ever meet and his smile had NOTHING to do with JCoops situation.
I think he crashed in practice at high point in his last year on a 250 outdoors and missed that race, same year Hunta won the 250MX title.
