But just because something is fraud in a moral or unethical sense,doesn't mean any laws have to be broken  (loopholes & bad management ,ect..) .

I actually agree with you on this. But you forgot millionaire’s too. Think of it this way. Even if a candidate loses, they still walk away rich as well as the people surrounding them. And this is also part of a very big problem.

Correct, then we can turn around and spend $100 billion more by going back to cost+ contracts between NASA and Boeing, and leave astronauts stranded at a space station indefinitely.
