I believe Lars said in an interview that it didn’t make sense to just throw a rider on the 450 if it wouldn’t help develop the bike for Supercross. There would have to be a rider with similar style/pace to further development. They must not feel like there’s a rider that fits the bill.

My initial thought was Honda was rumored to have plans to have a satellite 250 program at one point after the Lawrences moved up.
Phoenix was supposed to transition to that for them. Not sure what changed. I know Ziggy is there and Dylan is getting factory parts, but they’ve got a long way to go for their 250 team.
