I’ve ridden a lot of bikes over the years but never ridden anything like this. All I can say is wtf. Feel like I’m riding a cinder block. It has way too much power down low and none mid-top. It’s crazy loose at speed, even with the forks dropped all the way. It reacts like it hit a tank mine to the smallest bumps. The only thing it does good is turn, but it can barely do that right. Can’t believe how rigid it feels.
Sorry for all the complaining. I actually am not one to complain at all about bikes. But what is going on? Feel like I got completely screwed. I’m a top AA rider in Florida for reference.

I also am pretty tolerant of a lot of things on bikes, but the stock suspension on recent years CRF450's is harsh as heck.
How the mighty have fallen. When I said the 450 did not live up to the hype when it came out a few years ago oh how the vitards threw a fit.

How much testing have you done with the sag? Sounds like you need to increase the sag, that should help with harshness and stability.

Quite a bit. Sag is 110mm right now and fork height flush. Bike is just really active handling wise. Bike only has 3 hours on it. Does it need more break in to feel better?
110 seems like too much. Weight bias of the bike could be thrown off.
What's the sag recommendation in the service manual? Where on the bike does the service manual say to measure?
It'll probably feel better as it breaks in more but it won't go from feeling bad to feeling good, so I don't think break in time is the culprit.
I may be wrong but doesn’t competition manual for both 250 and 450r, 22-24 recommend sag set at 95.
I have my 250R set at 105.
Recommended sag is 105. I’m closer to 110. Maybe I’ll tighten the shock a little. Seems counterintuitive though
Yeah seems a little counterintuitive but you could be riding too low in the stroke on the rear, that would make the bike feel harsh since you are riding in the stiffer part of the stroke and have less travel available. (Especially if you backed off the compression to try to make it more plush).
If that's the case, you might also benefit from slowing the rebound. Fast rebound while being too low in the stroke could be the root of your stability concerns.
Have you tried cranking the steering stem down a bit? The bars are pretty floppy from the factory and these bikes do well with a tighter stem setup

I always find brand new bikes to be quite active/jittery until the 5 hour mark.
What tires are you running? The OEM rear is a 100/90 which is dogshit.
No it isn’t. That’s on the 250. Thmx has a 450.

I had a 24 crf450 last year and had the same issues. Tried a lot of fork height and sag but not much better. Went to 23.5 offset Ride Engineering triple clamps and a revalve and it was worlds better. Mostly due to the clamps I believe.
I raced Redbud on it multiple times and felt comfortable on it. Redbud is usually my biggest test of a bike lol if I can ride it there and feel comfortable it’s pretty decent for me.
