You take the washer out of the headpipe (#2) ?

Don't be afraid to blow that thing out on the stand a little bit. Warm it up first, then set the switch to "run" and hold it WFO for a bit until you get full RPM. Kids usually don't get those little things on the pipe, so you'll get a lot of carbon buildup and splooge in the pipe after a while. 

Also, only put enough fuel in it to run for the day and drain the rest when you're done. The jets are tiny in those things, and very susceptible to clogging and varnish. Run it until it's out of fuel.

You would know if the washer was in or out.  With it in, the bike barely runs and just kinda sputters and farts along at about 2 mph.  Hardly has the pick up to deal with thick grass or an adult rider.

Be careful with WD on the filter.  That is basically a racer trick for guys that are OK with regular top end rebuilds.    The WD is much less tacky than filter oil and will run off and migrate and not stop dust as well.

Not sure I would go WD either. I swear by Bel Ray pour on oil for all my bikes, but for the nephews PW I use the Maxima Spray stuff. Super thin and tacky enough to give me confidence. 

These bikes don't run hot enough to burn off the excess oil in exhaust and plug up heavily pretty quick ! You have to remove pipe & silencer and burn them out to get the bike to rev out better.

The Maxima spray air cleaner oil is great for PWs, you can really control an even, light application and still get protection

zero issue with using WD40 if you clean filter after everyday of riding. I do practice and 2 motos on same filter unless its super dusty or really wet and muddy.
