Couldn't transponders average out each lap and determine how much time was gained or lost when a rider went off the track? 

dont see how that could help, you had a bad lap or a crash and your average is now worthless

 Whether he gets penalised or not, it's kinda shit that deegan can make the mistake, run outside the track hop back on and clear the next jump as if nothing happened.

My thought is that the AMA should adopt what MotoGP does. If you exceed track limits once, you get a warning; if you exceed track limits...

If you cut the track, and/or don't slow down and reenter the lap safely, you get penalized. They took all of the grey area out of it., as it should be.

Yea I think it’s 3 times they receive a warning & then 2 more it’s a ride through penalty, designated long lane = about 3 sec, & one off track on last lap 3 sec added to their time. 
if the AMA can’t get much right regarding fairness how are they going to watch the whole track & every rider all the time,

Coming to a complete stop is not a good idea- slamming on brakes in slick gravelly or really steep areas off track could create more crashes and problems.

Reentering at exact same spot isn't safe and doesn't make sense. Riders would have to make a U-turn and come back to the spot? Bad idea.

Best solution I think  is to require  one hand high in the air as aknowledgment of off track excursion, slowing below race pace then looking at traffic and rejoining at next safe place.

Be careful what you ask for.

Knowing the AMA, they would make a big announcement of their impending rule changes to deal with the epidemic of track-cutting and their penalties will be either the rider has to have their mechanic hold the bike while they dance the Macarena for 10 seconds before resuming the race or perform (and pass) one of the Steve Martin drunk tests from "The Man with Two Brains".

At least it would be entertaining.

The rule should be changed to if a rider leaves the track he must slow down and let the rider behind him pass him before he can return to the track. This would stop all the inconsistency and arguments.

Simple. If you gain a position, you lose two positions. Quit with this time shit. You went off the track, you lost time already.

One hand in the air when off course would work great, but only if it was the riders right hand.

I like the throttle hand off idea. Maybe they have to touch their helmet or something so as to make it more clear they took their hand off 🤔

What about a safe to re-enter area but you have to push your bike from where you exited the track.
