First, lappers are instructed to hold their line, so the leaders can go around them.
Second, Hunter was on the inside so he controlled the corner (as did JA when he passed him).
But third, Lappers (Hunter) can not impede the race of the leaders they are not apart of.

Please show me the rule that states lappers aren't allowed to fuck with a race, or the rule that states lappers are required to get out of the way of riders lapping them?

There is no rule stating what lappers can do and cannot do, lappers are not mentioned in the rules!
Ando is a fool if he didn’t think something was coming his way, lapped or not. Ultimately his move cost him a place on the podium.

I see common sense is not very common for you....It was a bullshit move and he got fined for it period. I'm pretty sure that in almost every sport there isn't anything about retaliation but it is typically penalized for being unsportsmanlike....just because it's not spelled out perfectly for you in the above there are rules against being unsportsmanlike and what both Lawrence's dis was done in retaliation and was unsportsmanlike....

Racing is not common sense, it's what you can get away with that is within the rules, and get away with that is outside the rules without getting caught.
Hunter's behavior was unsportsmanlike, so was Anderson when he deliberately took out Hunter, and Jett's pass on Anderson was questionable.
I pointed out the absurdity of the AMA blue flag rules...
Other racing series have different blue lag rules, MotoGP blue flag rules are for lappers...
The AMA is the governing body who write and enforce the rules, but the rules are poorly written and inconsistently enforced.

Going forward we should be encouraging lappers to fuck with the leaders I suppose since it isn't spelled out to a T in the rule book.
