Like if 077 isn't Danny Brocker or his wife or a close friend/family, how unhealthy is this person to get this wrapped up in someone else's feud with a municipality?
And if they are Danny Brocker or his wife or a close friend/family, as Highflier said, what did they think they would accomplish by hiding their identity? Did they think "oh no one will believe/help me unless I pretend to be someone I'm not?"
All I'm saying is that 077 needs help one way or another, maybe not just legally.
The largest argument here is: To get a license, the city wanted someone local to inspect the property. OP had a third party come out and he personally states that should be enough. City decided to send their own people. Danny refuses those people. Danny keeps refusing those people, keeps using the property, and is then surprised when he gets arrested.
Let the Cities people come out, film the entire interaction, have a lawyer present. Make them point out any violations and steps that could rectify them. But that would probably require someone to be mature, and as we can see from 077 that isn't going to happen anytime soon. Also being mature and handling everything like the city wanted would probably have gone pretty smooth. Instead we got to go all "Don't Tread On Me!" for things they know nothing about.
I don't know maybe pay a member of the BAR Association for some assistance?

Brocker said the hassle of fighting with the county and the courts drove him to sell the property in early 2020 to a motorcycle club called Northwest Riders for God.
His lawyer has a quit-claim deed that shows transfer of title for $10 on July 7, filed with the Auditor’s Office.
But Brocker remains listed as the owner with the county assessor.
So, when neighbors started complaining about noise and earth-moving equipment at the site in April and May, Brocker was summoned to District Court for a probation violation.
Judge David Grant was skeptical of the sale, asking if it was a “sham,” Buckingham said.
“The judge found that Mr. Brocker had already violated probation. He made no ruling on whether the sale was valid,” Buckingham said in an email.

At this point in my life if they tried same shit with me I'm not sure it would end with me peacefully turning myself in. Fortunately, my next door neighbor is the local police chief and extremely level headed............
It seems like the way it was used was changed, more people riding, somewhat commercialized etc.
And you are right. It is important to have the right to do what you want on personal property.
But neighbors also have rights, and this case seems a little more complicated than a dude just trying to ride a little bit on his own property.
I have done it myself in the past, and as long as you are courteous to neighbors their shouldn't be any problems. my philosophy is, as long as you don't harm anyone else, you should be able to do what you want.
It is amazing what a reasonable attitude can achieve, equally amazing what a "fuck you" attitude ends up getting you
