I see it as one of those "eraser phrases".

You can say all kinds of fucked up shit and then drop in....."just sayin" and it somehow makes it more acceptable.

For example;

"Dude you're a fucking tool and I think I should fuck your girlfriend just to teach you a lesson......just sayin.

"Jus sayin..." also means I just bitch slapped you but still want to be your friend so closed the note with "jus sayin..." which tones it down and keeps us from fisticuffs later when we meet.

It is the modern day "dude" speak with an aspirin attached.
