The most obvious choice would be Metty, but I don't know if Leading Edge will let him go 2 years in a row now. He is a Championship contender up North.
Even though Weimer has an 'out' clause with Team Tedder. I don't think he'll be on the line and be ready by Hangtown. Also, he has voiced some concerns about how things are now that RV is gone.
If it was me (and I know it isn't), I'd put someone like Chiz on the bike,.......... just to have that extra bike out on the track and it would be cheap. You know his expectations and he is a likeable racer as well. Even crazier would be to put Mookie on the bike.

Like I said, "lead the team" Will is the second rider, he neither has the skills or recovery from injury to be the leader.

Jake Wiemer, yes I missed him as a possibility.

Wiemer could lead the team but Hahn can't? maybe you should head back to "the bad boy" corner and fuck off.

Will Hahn, appears to be far from being 100% ready.
How is Weimer's recovery coming?

I'd bet Tommy would be an awesome fit for the team. It would be a fun year with podiums by both Hahn yaucks.
