whoever says this before everything they say, you have to wonder if they lie so much they have to say "to be honest" before answering. Just a random thought....carry on....

Saying that is a presupposition of dishonesty in prior statements. hearing that from someone usually indicates either they were prevaricating before or they have not concisely thought about what they are about to say which might mean they are using the term not as a marker for truthfulness, but rather as a cliched phrase. Either way it is without merit. A person experienced in the skillful art of conversation will avoid this phrase at all costs because of its explicit and implicit implications.

Yup, whenever anybody says "you can trust me"- it means you Can't trust them

whenever somebody says "to be honest with you", it means they are full of chit....

I fixed it. To be honest with you I typed that rather quickly and sometimes I just mess up and I originally had a phrase to stick in there but could not spell it with certainty so I decided to omit it, but forgot to fix the An to an A. (I usually try to check some spelling because the grammar police around here typically uses foul language. It sucks because if one word is mispelled people seem to be completely inept at getting the point.
