Generally no. Under the UN Convention on the Law of the Sea (UNCLOS), maritime zones (territorial sea, EEZ, etc.) are generated from land — you claim water because you own an adjacent coast. No coast, no maritime zone. The principle is “the land dominates the sea.”
A few nuances:
So a body of water totally detached from any territory you control isn’t claimable as sovereign waters. Artificial islands don’t help either — UNCLOS explicitly says they generate no territorial sea or other zones.
