Speaking from the position of recognizing the modern definition, gender is derived from sex, so gender can't exist without sex, though sex can exist without gender (and did for the vast majority of human history). Whether we use the old definition where sex/gender are basically the same, or whether we use the new definition where it's the social stuff (makeup, long hair, high/low pitched voice, or whatever characteristics associated with males/females) they are unquestionably related. I just wanted to clarify this part because no matter someone stands on this issue, they are very much related.
If we keep rolling with recognizing the modern definition, then I think sports orgs do themselves a favor by flipping from gender to sex. What do we think the ratio is of trans-gender athletes to trans-sexual athletes? How many have fully committed with downstairs surgery? I'd bet it's like a hundred trans-gender or more to every one trans-sexual. If that were true, then you'd remove 99% of the conflict in sports just by switching from gender to sex.
I think a lot of these sex/gender problems, especially in everyday conversations like we're having, is when people are talking past each other while having different definitions in mind. It's like a baseball team and a football team trying to play each other, it'd just lead to confusion and frustration and each side thinking that the other is an idiot. I recognize that you are using the definition of sex/gender as being the same and I understand why, from that position, it would seem like there's no point to changing the rules from gender to sex in sports, but making the change removes any ambiguity in a message specifically targeted to the category of people that are supporting transgender athletes. As far as I can tell, that would only help your position.
