No one held the parents accountable though of course, who had just gotten him the bike for a Christmas gift. I’m sure a helmet and boots weren’t under the tree with it. 

In your example, the cop probably got fired because he wasn't following protocol.  So that's my question - what should protocol be in order to actually catch these guys?

Liability is the name of game in law enforcement now and that’s what a lot of the public demanded, was  wanting non intervention for non violent crimes. Cops "deciding to risk the lives of criminals" is legitimately an incredibly inflammatory statement, though I don't THINK you meant it in that way. Those dudes are the ones who DECIDED to be criminals.

Should law enforcement have carte blanche to stop them in any way? Of course not. But then who's to blame when they aren't stopped, run a red light and hit a mini van with kids in it and kill them? We all know who's going to GET blamed. "Well if the cops weren't chasing them they wouldn't have ran the red light".....and then the conversation starts again.

People need to be held accountable for their actions, period. There isn't a perfect or simple answer here.

This stuff is literally a big part of the reason I got out of that career, even though I loved MOST of the job. The laws and policies are written in a way now it's difficult to make a difference AND go home at the end of the day feeling like you even have your departments support. Also I will say the bad apples have played a role in all of this. The pendulum has to swing back at some point, or else it's going to get so much worse. 

What depth don't I understand?    

I was asking a question about what the ideal solution is.  How do you take from that, I don't understand the depth?

Because there is not an answer for it all. What works for one incident does not work for another.

I'm not some ALWAYS back the cops guy, even though I spent a considerable about of time being one. They should be given legitimate options to enforce the laws and protect the public, but that does NOT absolve them from responsibility for terrible decisions and the consequences.

That’s up to the discretion of the officer at that point, you don’t have to ram them and send them flying across a highway. It’s no different than highway patrol making a calculated maneuver to PIT a vehicle without jeopardizing the wellbeing of the innocents on the road with them. Obviously risk calculation plays a large part into executing things like that.

The wheelie boys are dropping like flies. So much so some are giving up on this non-sense.

To think they have anything but very limited skills off-road is a mistake. Sure some of them can ride MX but that is the exception to the rule. Once that bike starts bouncing around they freak out.
