A motocross bike is the same way, you can only spin the tire so fast before it becomes inefective. So why not give up the possible excess & take advantage of a lighter feeling bike, which is less tiring?

Finding more power isn't their big priority, same is widely said about tuning 450's for the pro riders. They know how to get the power, it's getting it the ground that's more important.

This may not apply to the AMA pros but everyone else, which bike would you buy, a bike that had to turn more rpm to get the horse power like a 250 or 450 that has the "excess" that is more reliable because it is not tuned to the exremes the smaller displacement bike. In fact, using your logic, you could make that 450 less powerful by detuning it to make it a faster bike and because it is not having to work as hard as a smalled displacement bike and make it even more reliable. The old XR400s were so mildly tuned they would last forever.
You logic doesn't make sense in the practical world. If there was some huge engine/frame weight difference because of displacement, great, but I am not seeing it. Perhaps we should just race 250Fs for everything. If the 350 had an advantage over the 450, then the 250 must have a similar advantage over the 350 by your logic, not only that, the 250 is actually lighter than the 350
