Many other states immediately adopt whatever CARB passes, but that is changing as CARB gets more and more extreme. I believe Virginia reversed course- it had made a law that whatever passes in CA also passes in VA, which is insane.
As for people in CA being morons for voting Dem, the state is dominated by coastal liberals. Only 5% of Californians are rural, compared to a national average of 19 percent rural. It does suck living under the yoke of these a-holes, but not everyone in CA is a liberal. The state is getting so extreme it's actually causing people to pull away from the Dem Party, but they will probably not vote at all rather than vote Republican. I know a lot of very liberal people who are fed up with all the trans stuff, unchecked illegal immigration etc. The Dems are getting so extreme with their asinine policies that they are losing a lot of support.
They don't but nobody will challenge them. There is legal precedence that says so from the Supreme Court. CARB is not a legislative body.

Fuck CARB. I'm still trying to get a title for my kid's 125. Apparently, it has to be registered to get a title. It's a 2021, so it's supposed to get a red sticker. After Jan 1st, according to CARB, it is supposed to get grandfathered in as a green sticker, but nobody at DMV has any idea what to do with it. The DMV says I need a certification from CARB, but those guys tell me I don't need one. I just got sent away, sans title, from the DMV again today. Screw 'em. I'm going to register the thing in AZ.
I had thirteen tickets there before i got my driver's license and a couple more when I left in 1989. Would love to go back just to hug a redwood tree, but would probably get another ticket.
Emissions situation is a complete scam. I recall one of the car mags (Super Chevy, Hot Rod, etc) taking a big block powered Nova with a blower and carbs through the emissions test. They passed the actual test without issue only to fail the visual inspection. They did it to prove a point and succeeded. They then finally found someone at the state to admit (under anonymity) that they knew the test was useless, but made too much revenue from it to stop.
The issue with bringing bikes into Houston are hurricanes happen during the time of year your shipping new product. KTM was going to shift to Houston from Norfolk I think it was Ike that came in and bikes got delayed that year pretty bad. They went back to Norfolk the next year and have stayed since. But any of the Japanese companies could move to TX and still bring bikes into CA.
I think the line in the sand willl be the ZE requirements in some segments - zero chance a state like Texas adopts that BS.

The company I work for is based in CA. They have been for over 50 years... The ownership is very conservative and lives in a pocket of heavy conservatives in Orange County. The humor is that over the last 3 years, a number of employees that can't afford to live in those areas, have moved out of state and are now "remote" workers, most recent went to Idaho. All to escape CA politics.
Now, I think CARB is big ol' crock of shit... But they are authorized to create these insane regulations and will continue to do so. Hold on, the ride is about to get very bumpy.

Holy shit, a 'company' has actually gone so far as to put "environmental injustices and advance racial equity" in the same sentence and actually believes it makes sense. These loonies have taken what the basics of equal opportunity means and turned into some social justice wasteland (using your dollars). Other than the obviously wrong with all of this, if you read all of the trash in that link, the amount of time, effort, and taxpayer dollars being wasted.. We are doomed, our government is wasted on power, they are going to push people until we break., and it looks like CA is the test subjects.
