Non citizens cannot vote in federal elections. Some local municipalities allow it for things like city council or whatever, which I disagree with. But for any federal office, only citizens can vote.
CA just passed a law making it ILLEGAL for cities and counties to have any kind of VOTER ID LAWS. The state has been taking legal action against conservative cities for having voter ID requirements. Draining their bank accounts with legal fees using the deep pockets of the state (which is very deep in the hole this year). I think if you show up with ID they'll send you away as a radical these days.
The state made it illegal for cities and counties to implement their own ID laws beyond the state laws, but I agree that it's possible for illegals to vote for local measures. Was just going down the rabbit hole on how to do it, but it looks like AB1766 from 2022 mandates the DMV to issues ID's without any satisfactory proof of ID. You only need proof of residence, which they accept a utility bill to include cell phones, so that seems pretty easy.

The answer to that would have come out in the courts but the courts refused to allow the law suits to go forward using the 2 main excuses of laches and standing. They were afraid the information might come out. Now the information has been coming out with citizen journos and investigative journos. Even with video of ballots being pulled out of suit cases and run through tabulators multiple times. Folks like you refuse to acknowledge irregularities. Why would a conspiring group of people put video cameras up to record them committing crimes? Shouldn't there have been a mysterious camera malfunction? How many people across how many locations would be needed to be in on this conspiracy and where are the individuals that started to feel guilty afterwards and came forward? But for what it's worth, lets say 11,780 is the hard number, with 155,507,476 votes cast in the 2020 election that means 0.0000758% of the votes were intentionally illegal cast which is an insanely low percentage to be used when attempting to destroy one of the main pillars of democracy.
