I like good old soap, water, scrub brush, and if that don't work I get a soft metal brush and a can of parts cleaner.

The bikes you get to restore don't even have exhaust drool on at the pipe flange yet

Soda won't remove grease and dirt though. So you need to clean it with undiluted Simple Green or Greased Lightning and a stiff nylon brush, like a toothbrush. Dry it off 100% then you can hit it with soda.

aluminum mag wheel cleaner works too. but you still need to do the hard work with the initial degreasing first.
