CR80/85 setup

My friend has bought a road racing bike (Honda RS125) with a CR80 engine fitted. It appears the top end is CR85 (“female” exhaust flange - later model?). It has a PWK 28mm carb. No airfilter/box. Custom down pipe.
 The bike runs, but not great. He said it “hits a wall” at 6000 and won’t rev to 7000. He’s tried a few MJ’s including 145 and 140 (Stock Honda, with airbox - 142?). The history and previous owner are dead ends.

Something is “wrong”, not just jetting fine tune I suspect.
1. How would we go about eliminating the ignition as the issue?

2. Anyone have an educated jetting starting point?

3. Any other suggestions?

Could be the "custom pipe", or one or more of the following...

A quick test while running is to throw a timing light on the spark plug lead and with the ignition/flywheel cover off shoot the timing light at the trigger coil/and flywheel pick up pad....see if your timing or spark goes away...a second quick inspection would be if the reeds are all intact...remove the cage assembly and see if any large pieces of the reeds are missing
