That's a very early model expansion chamber. I believe it was the East German MZ company that first came up with the idea of using acoustic waves to help scavenge/prevent blow thru on two-strokes.

and looky there . . . an 88db exhaust tip. Trick!

Sure looks like a James bottom end with some other to end grafted on.
