STAR simply said they had to know by a certain Friday. My GUESS is it was the Friday of Charlotte WSX or the week before. STAR put a deadline on it so they could plan to ship bikes and the related logistics that go into that not to mention personnel. They did not have the team by then so STAR was out.
Kawi is different and clearly does not want to support the event. I am not sure why but it's their business how they choose to run their team.

You over use the word conspiracy, and stretch it's meaning. Also, 'respected outlets' might be a bit of a stretch. The moto media is far too encamped within the world they're reporting on, which makes objectivity difficult - but not impossible. Note, I said not impossible.
