Ordered a 520ERT3 on Amazon because it wasn’t in stock on motosport. Came wrapped in this and not plastic. I’m used to the clear sealed bag in comes in. Is this a knock off?

The last few I've ordered from Motosport came like that also. I haven't noticed any issues with them.
I’ve been ordering DID chains for dirt and street for years, and I’ve only ever received them in the butcher paper. Never bought an ERT (just the o/x/t- ring chains) so can’t speak to that specific part.
DID chains are delivered to distributors/importers on big rolls. Then at the facility they are cut to measure and packaged, thats why butcher paper and sticker on the packaging.
Every chain I've ever purchased came like that. Regina, RK, Renthal. (I must like Rs.)

To be fair to OP, my Regina came in a pinkish ziploc bag I believe.
Mine came in a Subway sandwich bun
My last did ERT came in a plastic bag with DID printed on it covered in cosmoline as usual LOL that was in March
