I would say yes, it is one of his old bikes if the seller isn't bullshiting.

"The bike has the florida paper work from kawasaki, In rickys name and adress

even a poor student of moto machinery could tell that is, without question, a works Kawasaki. It's not even debatable.

it would be logistically impossible to come up with all those parts (unless they were the semi driver or mechanic or something, and even then)...in fact this bike is more complete than most of the "trophy bikes" that are out there. you'd have a better chance of finding pieces of the Holy Grail and putting that back together than building a complete SR250.

It's more complete than MC's '96 CR250 that sits in the Honda museum, and in way better condition. This is probably one of the most desirable "homologation" works bikes I've ever seen for sale, and I've been messing around with vintage mx/collectible moto stuff since the 90's.

I know for a fact that Ricky ran CR front brake routing in 2001. I also don't remember seeing him run a rear brake caliper guard in 2001 either.

If i recall, a RC kawi was stolen from The Chevy Trucks Rig at the High Point Pro National in 2001. For some reason I also feel like a McGrath replica YZ250 was also stolen from a rig as well that weekend. I was a young kid then, so don't hold me to it.
