In a stock or limited class you are right you can't race it. A mod class has a few different rules. And you have also said it yourself. Local races could allow anything. This usually does happen on a local level and in my eye is perfectly fine. It is also ok in ama in the rules are followed .
Also do you know what it takes to have a bike approved? Amateur racing is very different then pro racing.
Since you're talking about a super mini 79cc-112cc . Do you know what the max wheel size and wheelbase is? Wheels are 19 inch front and 16 inch rear. Same size as the minimum requirement that qualifies any mini bike to be able to race a bigger bike class. Since this is only a 112cc. You are right, it wouldn't be allowed in ama racing, unless ama said it was ok. Which it even says in the rule that they can... So this bike would only be allowed to race in the super mini class as well as the school boy 1, and if your rider is a girl she could also race it in either women 12+ or girls senior 12-16yrs. The girls class does have a 52 max wheelbase, and max size of 19 inch front with 16 inch max rear.
This mean I can change the wheel base and race said bike of a super mini chassis with a 122cc -125cc motor, a minimum wheelbase of 53 inches and race it in any non limited division class that it qualifies for.
EX: School boy 1 it still qualifies for
125 a/b/c non limited divisions
250 a/b/c non limited divisions
14-24 yrs 122cc-open non limited divisions
open class 122cc-open
women 12+ 99cc-250cc note that women's class does not have a 53 inch wheelbase requirement, it is smaller. Could even qualify for some two stroke classes at amateur nationals.
