It's actually not a part of the bar clamp... If I remember right, it's a mount or something for the electronic system.

The tube is in front of it, that's the clutch cable.

There is a cable/wiring on the side or it. The top of the billet case made for it is cut out to expose the top. Has to be some kind of GPS, transponder or wireless transmitter/receiver.
