He couldn't have and I'd guess didnt see the flags till he was committed to hitting that section.
He did slow down but not till he was alongside the flags
had the flags been prior to that corner, and not after, I'd say the fine sticks.
Watch the replay. Like I said, had the first flag guy with the Cross flag and Yellow flag been on the entrance of the turn sure. Rider Fine.
But on the exit, WFO coming around a corner before a double, you're committed by the time you see it.
ALSO, the Flagger was standing after the 1st jump.. Not before it.. Just another reason from the replay I say Anderson saw it too late..
Was there a flagger before the turn? I don't know. Does anyone know?
Carbunckle would threaten to quit the series and retire and get it reversed.

I'd like to hear JT$ and Matthes take tomorrow night. Tough call, but I think 2 positions is a bit rough considering where the flagger was located and the time to react to the flag. Especially considering locking up at the last second doesnt mean you're not going to face plant the 2nd jump.

I would like to hear official word of why the penalty was given, but that is what I believe got him the penalty
Only video I havent seen is if there was a flagger on the entrance to the turn.
There was NO Flagger at the previous jump before the turn.
He needs to ask RC how to deal with this situation.
By the time he saw the first flagger who never even looked at Anderson and wasnt waving the flags, and was positioned AFTER the take off of the first jump, Im pretty sure most riders would say, "By the time I saw them, its too late"
And then Wild Bill has it right.
Anderson did slow down, but you cant just stop in a sport where once you commit to hitting a section, you're kinda stuck.
Had the first crossflag/yellow guy been at the entrance to the turn, or even before the 1st jump takeoff, I'd say, well, last second could have locked them up.
But, in this case, gotta give the kid back his position and points, mostly IMO,due to the FIRST flagger not really being visable until airborne, First Flagger with crossflag and yellow not waving the flags, lots of fails.
The 1st flagger isnt waving the yellow, he's holding both out and messing with his headphones.......And he is standing atop the 2nd jump. Not the first. So the rider is airborne at first site.
The take off jump has a white chalk line on it, the 2nd jump where flagger is standing is after that.
Based on that is why I think the infraction is there, even though anderson slowed down(probably too late), I dont think in this case the fine is warranted.
Mostly because one he left the first jump for that section, you're kinda stuck to it.

I just know rules are rules and you want it to be decided evenly always. That is why I made the Webb and Seely reference. When it was live, I even was like, "Dang.. He's gonna get busted" but forgot about it until this morning.
However, I am on board with you and he obviously slowed down safely. You would think it would be a slap on the wrist type of thing because it was so minimal. I wonder if it was brought to the attention of the AMA by TLD or Webb's team. At that point, they (AMA) would have to do something if the other riders rolled everything.

I just think that the flagger placement, the time and place the rider could "Probably" actually see the flags and action, his speed at that time, and the circumstances, 2 positions for a fine is too much. Especially because he did slow considerably and you cant just slow down in a section like that. Its not that easy. Every rider knows that.
Had the first flagger been on jump 1, I'd think more like you, he would have had a split second to lock up the brakes, but thats not the case.
If I had to compromise, I say doc his winnings worse case, but not the points.....
And I know some of you love conspiracy theories, but energy drink companies don't make (or influence these rulings.
