It was believed, by Edward Teller in particular, at the beginning of the space race that one could control earth's weather from space. That was part of the impetus to lobby Lyndon Johnson to push for a space program.

Maybe. But keep in mind that scientitsts thought a human being wouldn't be able to breathe at speeds greater than 30 mph in the early days of the mechanization age, too.
