I bought a PW50 last night for the little guy Matthew. He had some issues with throttle control, but we will deal with that.
Had a problem with it. Everytime he stalled it, we couldn't get it to start. The only way it would fire is if I turned off the petcock, drained the gas from the bowl and kicked it. Once it started I would turn on the gas and it would be ok. Float level is off? It has the oil injection removed.

The first thing that struck me was the question, "Why is it stalling in the first place?" Find that answer and maybe you're done with the start problem.

I have a 6 yr. old who wants a Yamaha (he would definitely fit on a 50) , but I have been holding out for him to grow (physically and mentally) a bit.
Agree with above post, put injection system back on, do a 65 main jet (any tuning can be done with air/fuel screw) a twin air filter (replacement) some bar risers and real footpegs. This will produce a good little race bike. Later you can do a Qt gear for best results.
You can pick up a new carb on eBay for about $50 with shipping. It's a lot less expensive than replacing parts piecemeal.
Also, try to avoid gas with Ethanol. It's been proven to accelerate carb degregation, especially in high-RPM vehicles (motorcycles, boats, etc). While Ethanol won't destroy the carb, it will increase the maintenance requirements.
Other than the carb the PW50s are nearly bulletproof. Fix the carb, make sure you have plenty of oil (don't let it get below half full), and keep fresh gas in the tank. Go play!
The ethanol topic above is also a good point, look for fuel free of it or add 1/3 AV gas to reduce loading up.
