Probably because there's no contractual requirement from their sponsors. Why spend money on a fill in rider if you're not required to?

The 250 and 450 program are very different over there. Different managers, different expectations. The 450 program is in the business of wins, podiums and titles. They aren't in the business of getting 10th.
You think grant Harlan can help develop a factory bike for ferrandis? It would take him a year to understand how a factory team/ bike fully operates. Let alone actually trying to develop the bike.

you may be selling him (as an example ) short..............not like he's jumping on a quad bike.........some of the quickest riders are still lousy at setup/development!

Get a good start and then block them when they pass. When you get lapped block some more. Don’t block 14.
Hell, if they did need a fill in guy, why look outside the team? The 450 class is so beat up right now they could move a guy like Jordon Smith up and he would do just fine.
I agree on that, Smith or Kitchen could do top 5's and gain experience on the big bike while also contributing to develop it, that would not be a bad move.
Aaron Tanti would have been perfect or Dean Ferris round 2.

In this situation it’s not about getting a great result. There would be a lot of ‘eyes’ on the products and sponsor logos if the team selected the right rider. A fan favourite, a privateer, an underdog. Someone the fans think is cool to follow.
Even someone like RV2, or Chad Reed- we know they won’t win, or even top 5-10, but the fans would love it and people all over the globe would be excited to see it.
Arguably more exciting than watching Jett run away with it as he is..
Succesfully Promoting a product/sponsors is far more than just winning.

They should’ve moved J Coop up to 450s full time this year. Even if he pulls off the 250 outdoor title, the vibe from everyone will be “bout time”. If he was in 450 I think he would be at least the 2nd fastest guy out there and the hype would be unreal, just like it is for Jett. There’s a big hole in the 450 class right now, guys like J Coop could’ve filled that, instead he’s still on a 250 dealing with crazy 17 year olds.
2 different teams, Bobby has no involvement with the 450 team, that’s just Brad and Coker. The 3 of them own the 250 team.
I agree that jumping Smith up would've been cool. Seems the most logical to me.
Cooper jumping up in theory makes sense, like Creature said above. But then it just makes how this whole year was handled, look silly. Having him on a few 450 SX races, then sending him home to test for Outdoors on the 250, only to bring him up to a 450, just seems like a PR disaster. Plus, at the end of the day, Star wants a 250 title, so I'm sure that's more important to them than him getting 4-5th in 450s.
Hell, Even Deegan on a 450 would be one hell of a spectacle!

(That said, HD has a legit chance at the 250 title IMO, and he wouldn't have a legit chance at the 450 title this year)
I doubt they’d learn much about the bike (from what would normally be a 15th or worse rider) that they could apply to a top-tier rider’s bike. Speeds are radically different, along with a number of other factors.
None of the riders who arent hurt can win and star has no interest in hiring someone with zero chance of winning

If there's no chance at winning it's worse than a waste of money. You spend the money and damage the brand.
You have to have a reasonable chance of bettering the brand. And bettering the brand does not mean winning, there are development advantages but, there has to e a value. And literally what is the value? To see another blue bike on the track?
