California's Green-Sticker eligible motorcycles for 2025 include:
Honda CRF 450X

KTM, GasGas, Husqvarna, and Beta models are not on the list as they were last year. Hopefully this is updated?

All other models are trail bikes making less than 30 hp:
Honda CRF 250F, 125F, 110F and 50F
Kawasaki KLX 300R, 230R, 140R/F and 110R
Suzuki DRZ 125 and 50
Yamaha TTR 230, 125, 110, 50 and PW50

Electric motorcycles aren't listed. I have read from two others on this board that there is a way to register them with a specific form I haven't found. Please share here if you know.

Full list here: https://ww2.arb.ca.gov/new-vehicle-and-engine-certification-executive-orders-my2025-emissions-compliant-highway

California requires an off-road vehicle registration to ride on public land. Vehicles are not allowed without a current green or red sticker, or an out of state visitor sticker. Edit: CARB law prohibits the DMV from issuing red stickers to vehicles not on the list, with nothing past 2021. Some DMV's have been issuing red stickers to vehicles not on the list anyway, resulting in a law-enforcement bulletin about allowing the non-CARB compliant red stickers. (source: https://ww2.arb.ca.gov/new-vehicle-and-engine-certification-executive-orders-light-duty-vehicles). Closed-course competitions can allow non-registered vehicles in some areas; check event info.

Street legal model list includes:
KTM 350 EXC-F / Husqvarna FE350S / GasGas ES350
KTM 500 EXC-F / Husqvarna FE501S / GasGas ES500
Honda XR 650L, CRF450RL and XR150L
Kawasaki KLR650, KLX 300 230
Suzuki DR650S [I assume the DRZ4S is pending]
Yamaha XT250 and TW200

Nope - see the complete list of red-sticker motorcycles here:

If you can get a red sticker great - smoke em if you got em - but CARB doesn't want anything registered at all if not on the list.

Well, I would bother with that list of it wasn’t VERY recently nullified by a CHP/DMV document.

Signed.

Meanwhile there's still a sea of 2 stroke leaf blowers blowing dirt and dust into the air and all over every freaking thing in town all day every day...

But there's no money to collect from those guys though so let's go after single cylinder dirt bikes that get ridden a few hours a month at best, in the middle of nowhere.  It's about air quality, not money, right ?   😉  Say it Manny

The state park OHV bulletin 24.3 "Red Sticker Riding Season" for law enforcement is great - but it doesn't have any impact to what can be registered.

Edit: The law, the CARB list, has not changed. The DMV has sometimes not been following it and issuing red stickers for vehicles not on the CARB list. Law enforcement/ OHV parks have been enforcing all DMV-issued stickers. The DMV is still the critical issue. If the DMV decides to not register or renew, everything falls back to the CARB list.

Uh…sure.

When you’ve got an X with a red sticker (WTF?!) and an X with a plate (uh, WTF II) and a smoker with a green sticker and an MSO conversion with a Green Sticker…?

You’ll learn to make more sense of the recent CHP ENFORCEMENT MEMO.

I’ll be taking Whatever the Fock I want or ride at Hollister with no problems.

Next up: gonna get me a KX-SE and I’ll bet I’m gonna ride it at Hollister, too!
