How the hell do you injur yourself that bad by falling off a curb.

Sounds to me like the marines beat the everliving crap out of him and told him he better say he fell down the curb or they'd come looking for him. He knows how it happened and more importantly, that it'll be the last time it happens.

I heard that he has been thinking about getting medicaid, but knows that you can file a claim up to 3 months after an accident, so why be bothered until you need it?
