When you are racing off road, you make the bike bulletproof as you can to last.
In motocross, the covers aren't necessary, but off road, I can see them being useful.

for moto.... not so much. though they would be great for a mud race regardless the type of race it is, moto or offroad
The elimination of any fail, is good. To have your peg stuck up can slow you down.
A second here, and second there, can add up to a minute loss on the track.
