Rather than the power valve being installed wrong, I actually didn't line the linkage at the bottom of the cylinder up correctly with the motor linkage. I took the cover off the left side and saw it wasn't opening, your friend should be able to do the same thing, unless the motors are different (I don't know the year differences). On mine there was just a line on the pivot, and two lines on the case (open and closed) and you can watch it open and close as you rev it.
I did one a few weeks back and after making sure everything was put back correctly it still wouldn't get up into the powerband. Problem? the clutch cable was broken at the adjustment just behind the number plate.

This seems to make sense.

Like I said and will repeat.

1) It was NOT my old bike, just trying to help (a friend who sold it to another friend). Bike sat for years.
2) Bike developed problem BEFORE being put to corner of garage, so the old gas theory/carb gummed up should not be it.
3) Bike developed problem BEFORE ever being worked on and having the top-end done so powervalve could not be installed wrong, but could be gummed up I suppose.
4) I have not wrenched on the bike, just trying to help this guy out, would buying a used stator be ok?

Dude, there should be no connection between the cltuch cable and the powerband.

If there was, there was obviously an erroneous powerband installation procedure used...

That's funny. Although I do know what he is speaking of. It was slipping so bad, that it felt like it wasn't getting into the powerband. Although in reality, the motor was, but it let loose on the clutch everytime it would gitty up.

Powervalves in most bikes do not need to be removed in a 2 stroke, to replace top ends. Most people probably don't touch them.

we arent saying power valve installed wrong. We are saying adjusted wrong!

hondas were notorious about getting out of adjustment and/or gummed up. Back in the day, every magazine had articles often about how to clean the power valves. Plus, when you do the top end, as Miedoso said, you dont have to pull the valve out, just disconnect it from the linkage..... so when it got put back together, could be out of adjustment. And if it doesnt open when you rev it, it keeps the exhaust port closed so it cant flow the exhaust gasses out, which means fresh cant come in, which means it cant rev or produce power.

Hondas were never know for CDI problems but it can happen. The only reason I say this is because of the statement you have a friend of a friend's mechanic working on it and it needs a part.... and he says its illegal to put it on.... is it illegal because he didnt buy it and get to mark it up?????? And if so, to me, that makes any diagnosis suspect.

if it was me, in this order, I would trouble shoot.....

check oil level. if its too high the bike wont rev (drag from the oil) but will run at lower rpms (i know, dumb, but have seen this happen alot!)
take the air filter out and replace (unless you already have-have seen an old filter that looked clean not flow much air)
take the carb off, the jets out, soak it in acetone for 30 mins, then blow it out with air comp, and use some scotch brite to lightly buff the jets.
Put in a new plug, the right one! (unless you have already)

most important one though, take the power valve cover off. If memory serves, you had to have them adjusted right or the bike wouldnt run above idle. There should be 2 marks, motor off, and one for fully open. You made sure it was right at the lower mark motor off, then you fired it up, warmed it up, and cranked it wide open to see where you needed to adjust it too in WFO conditions. Also, before you start it, manually move the linkage, it should be free.

if after all this it wont rev (when you cranked it wide open and it wasnt revving and you manually moved the powervalve linkage and it still didnt rev) then I would look at the wires to the CDI first, pack rat anyone? And if those appear intact, then CDI it.

I was under the impression that the CDI either "worked" or it didn't...at all.

thats why I listed it as the last thing I would do. I have seen, on a friends 1997 cr250 a cdi that would be ok at idle and the second you tried to pick up revs would backfire and go nutz. This is what happens when you power wash it after a mud race and drence it. it got water in it, never dried, he started it, then it fried the cdi.

almost willing to bet real money the case of the OP, the power valve is gummed up, or out of adjustment, and its not opening the valve.

Show me one post that says that... ;-) Or maybe I'll show you where we said, that costs to rebuild were much higher, tracks were getting closed more often for sound, injuries were happening at a higher rate, like about 1 million posts. I can also show you where Mitch Payton even said the thingy about how when 4 strokes go it goes, and 2 strokes usually lose power, which gives a warning. Seriously, I'd much rather have a dirty power valve than a stuck or burnt valve. What say you?

Not me, check whyz's post history if u want. And anyone that knows me knows I never owned a 99 CR250 that I put in the corner of my garage. Remember I had a garage fire and lost 3 bikes and my moto bike at that time was a 01 426.

I had a 97 and sold it a long time ago.

Just trying to help a friend of a friend get back into the sport. In about an hr I'm going to go to the shop and TRY to return the $200 CDI box for him.

I imagine that this bike problem have probably kept some of you gys up at night not knowing the out come, so here it is. Turns out to be the pipe, never been repacked since the day it left the show room floor. Burned clean, repacked now runs like a dream.

I've had CDI's and stators go bad. And no, they are not illegal to buy. At least I haven't been fined or anything yet.

Come on! A bike will get into the "powerband" and rev to the moon with no pipe or silencer, let alone a lack of packing. Loss of power maybe but no rev/powerband? Thread is whacked.

The muffler was PLUGGED UP is what Greg found. Had to remove it and burn the silencer peforated core and re-pack.

Sheesh you people are funny, oh that's right it's a conspiracy theory and I'm really whyz in disguise....Grinning

I never touched the bike to see what was wrong. Oh and they didn't take back the CDI box much to Randy's dismay.

I heard these CDI box's change the power (rev characteristics) on a CR500. So if anyone wants one I know where you can get a BRAND NEW one for a good price.

All my 2 strokes have always had a connection from the clutch lever to the power band.Huh
Try taking your bike to a real bike mechanic
