Off the top of my head, it seems this way since the 1980’s. Talking about outdoor mx only not regional SX.
250 class champions get it done in three seasons or less or it never happens?

Ferrandis won it in his 4th MX season being in the US. Hunter aswell I think
1983 champ Johnny O'mara = 4th/5th season until title.
1984 champ Jeff Ward = 7th season until title.
1985 champ Ron Lehien = 3rd season etc.
1986/87 champ Micky Dymond = 4th/5th season.
1988 champ George Holland = 7th season.
1989/1991 champ Mike Kiedrowski = 1st and 3rd season.
1990 champ Guy Cooper = 7th season.
1992 champ Jeff Emig = 4th season.
1993/94 champ Doug Henry = 4th/5th season.
1995/96 champ Steve Lamson = 7th/8th season.
2001 champ Mike Brown = 7th season AMA pro ( 10th season including 125 mxgp )
2005 champ Ivan Tedesco = 6th season.

I would agree with that statement for the modern age, the last all timer to win a 125/250 class title after year 3 was Emig in 1992.
