And Jaraslov Falta but he perhaps one of the more justifiable people deserving an asterisk in the sport.
Casey Johnson and David Pingree both on course at various points in their careers.
David came the closest with his showdown with Shae Bentley in 2000 (West).
Casey looking very good for a while in 1999 (West devision - team mate Casey Lytle also a legit threat) before getting landed on at one of the later Anaheims and wrecking his shoulder. Nathan Ramsey won the title.
Both David and Casey less good outdoors but still in the top 3 here and there from time to time during their careers.
Yeah. Came very close in 1996 but then got protested on fuel by Honda/Everts. I don't know if that made the difference but I remember him being very bitter in an interview with DBR ((British MX magazine) at the end of the year.

I didn't even think about Steve Wise, but he should be number one on the list. Wins in 125 & 250 nationals, 250 SX wins, Superbike road race wins, Superbikers wins and flat track podiums, there wasn't a motorcycle made that guy couldn't ride the wheels off of.
