It's pretty obvious that he isn't directly quoting a bible verse. The verse, as used in Pulp Fiction, is also not a directly quoted bible verse. Part of it is similar. What Hegseth quoted was a modified version of the PF verse made up by the CSAR unit he was speaking to.  

Hegseth has no business being the Defense Secretary but this is another cry wolf situation. 

Nothing to see here.

Iโ€™ve seen and heard all sorts of prayers like this.

And itโ€™s awesome.

There is no indication that he doesn't know the difference. He doesn't claim that it's a real bible verse.
