With as many times he was caught cheating and the amount of fines he had to pay when caught is why some of the voters said no to him being a first ballot.
I would assume that was the reason for some of the non-votes as well. There really isn't any other explanation, I would think. And I'm not saying that I agree with those voters, but it's the only reason I could possibly think of as to why he wouldn't get a vote from every voter on the first ballot.
And I can't stand him, but you have to recognize his accomplishments.

I know that many people cheat in all forms of professional sport but when you’re a dynasty (and a very polarizing one at that) and you get caught cheating, this kind of thing is going to happen
