Top Clamp 46mm Application?

I have the shown clamp and do not know the application. 46 mm tube clamp diameter. 185 mm tube centers. 22.5 mm stem. I might think XR 650R but there looks to be a 1995 date code. TIA

46mm is a conventional fork, the numberplate holes are a clue.  Browse ebay listings.
