Don't sandblast it unless you want a really rough looking piece of aluminum. And DO NOT use a wire wheel on it unless you want a scrap piece of aluminum.
there is an anodize shop near Western ave and Artesia blvd near the old Ascot that did my swingarm. Ask for a women named Lilly and she will give you a quote. You cant miss the building I just forgot the name. I believe I paid 150 dollars but I did a swing arm, linkage, rims, and some other stuff so just a swingarm will be much less. Also I wanted the anodized colored and wanted an extra bright coat so I paid more.
Also, Easy Off Oven Cleaner and a stainless steel wire brush will strip the old anodize off and make a nice looking dull finish.
Thats an excellent procedure until you get to the....WELD BEADS! My full floated has the worst weld beads I ever seen. Actually, I wouldn't call them weld beads but random splatter. I said F-IT and set it out to be sandblasted and anodized. My swingarm looks bitchin now. Well worth the money I paid.
