Cam question

During the rebuild on a 2010 Crf250r I changed the Hotcam stage 2 to a stage 1. When I bought the bike it had a Tokyo Mods sticker on the ecm. Seller wasn't sure if it was flashed or not due to being 2nd owner. Could this cause the bike to not start by kicking or rolling off? MIL will go solid when attempting to roll start but not when kick starting. It has correct compression, timing is correct and has spark/fuel.

Used stage 1 cam ?
If so , gear could have slipped which can cause it to be out of time even though it appears in time
Can’t speak to the MIL

I fought a similar issue this past year. Threw so many parts and so much time and money at the issue. End of the day last thing I replaced was the cam. It was a stage one hot cams. I couldn't believe the wheel could have moved but it was the last thing to try. Put in a OEM Honda cam. Bike started in three kicks.

Just installed a new ecm. Still not starting.
