Eventually, save up for the old 70-200 2.8 non IS as it was sharper than the IS model. IS II and III versions are great but obviously much more expensive. The 1DmkII with a 70-200 2.8 non IS would be the best bang for the buck on a smallest budget.
I don't see any pan shots in your portfolio. Put your 800D in Tv mode and set your shutter speed to 1/60th. Zoom your lens to 135mm and position yourself next to a straight away where the riders are flying by you from side to side (not coming at you or going away from you). Try to frame the shot so the rider is almost filling the whole frame when he is at the closest position to your lens. Once you are positioned just try to pan at the same speed the rider is moving. It's tough but you will get the hang of it and should be able to come home with some good keepers. Once you start getting keepers slow the shutter speed down to 1/50th, then 1/40th, and so on. The slower the SS the better.
Are you shooting RAW or jpeg? Hopefully you are shooting RAW and have access to Lightroom.

I actually just started experimenting with panning shots this weekend but didn't take any good ones. I definitely have to practice more on that. I shoot mainly large jpeg because my camera struggles a little bit with burst RAW as well as my SD card. I've got the photography creative cloud plan so I have access to both Lightrooms and photoshop. Thanks for the advice. I appreciate the help.

As for the Tamron yes they are good but some 3rd party lenses don't focus as well with Canon's AF systems. You are buying your gear used correct? How much is the Tamron vs the Canon 2.8 non IS?
Note, if you are cropping a lot now your images likely won't have any bokeh and will look more like snapshots than professional photos. And with your 24MP 1.6x crop sensor you are actually at a 54MP full frame equivalent. But again, all those pixels won't be used if you are framing your shots properly. Try to start framing your shots so that you don't end up cropping in post processing.
