What has been observed about the handling effects of handlebar rise? How has it changed over the last couple decades?

Look at kris keefers podcast on handlebars. He goes into way more detail than probably anyone here could ever type out.

He likes low rise but tall bar risers are OK. He explains why. More front end feel or something with low rise

I'm 6'2" and use handlebar risers, gives me a more comfortable feeling and doesn't seem to sacrifice handling
