Did you measure the amount of oil you put in? KX sight glasses are known to not always give the best reading.

filter looks fine. A few particles here and there is normal.

I would drain the oil and refill with the measured amount. That way you rule out to much oil.

I did that. Could the valves needs adjusted? Cause it ran when it was warmer out then when it got cold it wouldnt start. What do you think?

how many hours on the bike? Does it appear to have been "ridden a lot"

You just said you didn't measure it and now you did?

In this case always check the valves. Its good to do frequently on a 250 anyway.

When i brought the bike home i drained the oil and i didnt measured it. Then i did a oil change and fresh coolant but the bike is in great shape and i can tell who ever had it wasn't fast. Just dont know why it wont start i should be able to pull the choke and kick and go.

I am asking did you measure the amount of fresh oil you put in? Saying do go by what the sight glass says. Look in the manual and measure out the proper amount.

I'm agreeing with moto551 here on it being your injectors. I had the same issue with my 2013 and had to flush them to get the bike running again.
