Most tracks pack the truck with a roller or a dozer. DO NOT rip the soil before a rain.
When I start my builds I try to raise the track surface above normal ground level everywhere I can. Requires a lot of planning, and sometimes bringing in dirt, but a dug-in track is way harder to manage in the wet than a built-up track.
Washougal is an example of a track that over the years has become so dug in that heavy rain is almost always a disaster there regardless of packdown. There's just too many places on the racing surface where water pools, can't get out, and makes mud.
The Oatfield in Norcal is the opposite - it's built up and handle hard rain pretty well.
