A plan to move dirt bikes out of Baltimore neighborhoods

After reading this thread I can now see why so many tracks shut down and so little open up. When this many people on MX FORUM dont even want a new track to open up. Will a track in Baltimore cut down on street riding? Who knows, but right now they dont have a choice. But having a legal place to ride, do wheelies, hitting tripples or enjoy whatever they enjoy doing on two wheels would give them an option. Unlike many of you who seem to enjoy driving across half a state to go ride, some people cant. But they can buy a bike for less then 2k and go halfway across town to ride.

This reminds me of the skateboard scene. Before my city opened up a park, the city was always complaining and fining people for skating on the streets. So they opened up a skate park and now the place is packed on the weekends. Of course there are still some who do it illegally but now people at least have choice to go do it legally.

If the mx community doesn't get together and support each other, and help each other keep areas open and help new riding areas open up. Then that track that is now 2 hours away, will soon be 5 hours away.

My fucking city took a skidsteer and busted our ramps, fsu. they in return built an unrideable skatepark/pool in the shittiest part of the city. Wanna ride? Bring a fucking broom and a guy topside to tell you when the beer bottle is incoming..

So, your legal skatepark bull is just that ...bull.

You do know that non-profit means business don't you. You keep repeating it like it is a derogatory word. It's not. Who is going to pay the employees. Maybe that is the takeaway message for today. Tracks HAVE TO make money. Or no tracks will remain. Thanks for the best wishes for a prosperous year!

I have been working for 15 years in Maryland to get this problem solved. All riding in most of Maryland is illegal. It is a result of a totalitarian agenda perpetuated by Progressives here in the the Socialist Republic of Maryland. I could give up. I may! But I want to see how this works out. I don't know if Grady was talking about me, but thanks for your help, Grady! I got the materials and have found them useful. Anyway, what we are proposing is a regular motocross track. There's no need to superimpose your erroneous predictions into this because we don't know the future.

Here's all I know, without adding anything that could be incorrect. To describe EVERYTHING we have in mind would take a long meeting, or a long post, neither of which have ever worked out for me (guess what? people don't come to meetings). With all the land in Maryland, and with the largest landholder being the Department of Natural Resources, the state doesn't really care about us. There's one little trail opening up 3 hours away from here if you reserve a camp spot. I won't go into that. It's totalitarian. Anyway, the ONE place anybody would NOT expect to have the government open a riding area (Baltimore City) is the ONE government that came to us. I said YES.

In short, here is my plan: VIN numbers taken at the gate. ID, names and addresses upon entry, fences with barbed wire, private security all over, government does not pay for this we do, police will be outside if we need them, location is right off the highway so no need to drive through city, safe part of town, there is a separate area for wheelies / grandstands, the motocross facility is not for illegal activity but for the sport of motocross only. I will reiterate because many posters like to fill in the blanks with erroneous information: this is for riders with riding gear and legal bikes to do motocross, and in another part of the park wheelies.

Skateparks here are pretty freakin good. The public parks are pretty good themselves, but my oldest son says some private stuff is absolutely incredible. He definitely packs a shop broom in the back of his Subaru just in case he needs to do some cleanup, but they're all pretty safe.

He's a junior at UW, and one of his profs is a big time skater. In fact, he's the biggest donor and founder of a private vert ramp.

So just a business license? There really isn't any certification involved other than being bonded and paying your licensing fee, right? Because with the lack of tracks that you've talked about, I can't imagine that there are certification guidelines specifically set for motocross track constructors.........

Here's that professor's page. He was an instructor during my son's summer research term, but he's been afraid to ask him about riding the vert park. I told him he's only got a year and a half to get that done before he's off to grad school himself so he better hurry!

So it isn't a company that is "certified" as a track and trail building company, but rather one that simply paid it's business license fees as a construction contractor.

As a PE, I'd expect a measure of exactness about terminology and such. Most engineers that I know personally are pretty exact in everything, especially their verbiage.

I remember a youngman I was a mentor too....He is a pipeline engineer now......we skated a couple weeks ago in Tulsa, his kids rock the old guys.

My best guy is a professor of Photograpy in NYC. We did many road trips skating in an old renault, sleeping in grocery store parking lots, finding ponds to wash in.... chasing the dream....got in Transworld and Thrasher...thought i made it... lol.

I'm not a skater myself, but when my son started skating more and more and playing stick and ball sports less and less, I knew that I could either be supportive or not.

He definitely uses it as a stress relief, the way I used to use riding when I was younger. I don't think most people understand the wide variety of people at a skatepark, like the professor I linked to above, or the doctors, lawyers, police officers, etc. My son had a high school vice principal with a half pipe in his back yard!!! They helped him prep that thing every spring.

I'm pretty proud of my "skater punk" who's taking 500 level math classes in his junior year of college and was named the outstanding Junior for his (800 student) math department last year as a 19yo Sophomore, but there are still jackholes who can't believe he's a bright kid if he skateboards.

He definitely uses it as a stress relief, the way I used to use riding when I was younger. I don't think most people understand the wide variety of people at a skatepark, like the professor I linked to above, or the doctors, lawyers, police officers, etc. My son had a high school vice principal with a half pipe in his back yard!!! They helped him prep that thing every spring.

I'm pretty proud of my "skater punk" who's taking 500 level math classes in his junior year of college and was named the outstanding Junior for his (800 student) math department last year as a 19yo Sophomore, but there are still jackholes who can't believe he's a bright kid if he skateboards.

Here's what a 20yo skater punk does. This was fall quarter, junior year. The class that doesn't count towards GPA was a research class in which he published a paper. The Math 504 class is a graduate level class, but he's almost out of undergrad math classes to take.

Is your son a vert skater? I used to bhe afraid to talk to Tony Hawk, Jeff Phillips, LanceMountain, and the Sakte God of all Christian Hosoi. They came to my turf (Little Rock) Pink Ramp jam and after that, we were all just skaters.....eyeopening i'd say.

But, Christian was whacked the fuck out on three hits of extacy during the contest....he banged my buds girl all night after (sucked to be him) lol. I was bunked on the floor in the living room....pretty awesonme. lol

I think he's tried a vert or two, but more of a park guy usually.

He's snowboarded with a few "big name" guys, but he's a lot better rider than skater I think. He's not going to be making money at either, but he's made some great friends at each.

Today, I'm a better man. The peeps you meet at the skatepark (papa's, mama's)
all have crazy backgrounds.....but...a love of skating.....Ihave no children, but wish I did.

In this deal, a permit will be needed for each government agency who claims jurisdiction.
Here, probably Baltimore City, Maryland State and at the very least EPA.
Mxcouncil will need to supply plans, and sometimes a business model on procedures he will use.
They will not tell you what you need, or whose book they follow.
You figure that out for yourself.
And each jurisdiction will probably use a different book.

And the kicker is, every one of them, every code book out there, first set of pages it will tell you, "local rules and ordinances override the contents of this code". Laughing

In my business, there are a dozen code books out there, international mechanical code, boca, acca, smanaca,
all making a living off making rules.

If I remember correctly, there is really only one code book out there designed specially for motocross track construction.
We got one here when we built the vintage track for the event we run.
Not that we really needed it, hey, it's West Virginia. By following that book, and having it approved by WV officials
It will be very, very hard for anyone to fuck with it in the future.

That is the stuff I sent to Mxcouncil years ago. Effin book cost over 600 bucks. Anyone needs one I can probably
get the name of it, it's around here somewhere.
And yes, it is very, very, detailed, to the point of being anal.
How wide the entrance road needs to be, how big a crown the road needs to have, how big the runoff for the road needs to be, how big the stones of gravel for the runoff need to be, how many trees or bushes are required in what order along this runoff need to be, at a maximum
slope of some fucking degree, taken from some point of the actual road, if the soil is of one type.
Different types of soil, different requirements.

And that's just the road to get in there.

He might even have to conduct a survey to show the existing public road is designed and able to carry the additional traffic the track will bring.

Irrigation, soil management, track width, pit area requirements, public rest rooms, it goes on, and on, and on, and on,
and on, and on, it's just crazy.

And until you satisfy every requirement, for every jurisdiction, and every engineer that works there, you ain't getting
Nothing. And every time you submit, it's another fee, another wait time for review. Some permits, they allow themselves years each time you submit.

That's how they play you. They don't want it in, it ain't gettin in.

Now, you can appeal your plans permit application when it gets denied, there is a whole process for that.
It's usually a board, with the engineers, some ordinary citizens and the permit people. Sometimes someone
or certain departments will have a legal guy there also.
You make your case, the permit people make theirs, and they vote.

The big thing Mxcouncil has going for him on this one, is Du Burns.
He's been a City official for at least 30 years.
He has the power to pick up the phone, and call the head of permits and say "this is a go".
And it will go, at the City level anyway.
That the State, the EPA and whoever else thinks they have something to do with it will stand aside is another issue altogether .

And as far as not making money, anyone that thinks a guy shouldn't, after figuring this out and actually doing it is crazy.
He deserves it. Take it as a salary if it's classified as a non profit, a fucking big salary, just like the guys from The United Way, The Red Cross, Goodwill and all the others do.

If it proves to have no effect on the illegal riding, do you expect the complaints from residents opposed to noise, nuisance, etc to threaten it's existence & would the city even try to justify continued involvement?

Thing is, what other options do the City have?
The City may be thinking hell, we will hand out vouchers to any kid that lives in the city limits.
Just to get them off the streets.
Not that that will work, but that's how they think.

As far as flak from the neighbors, if the city is behind it tough crap.
If the land is zoned commercial, or industrial, they most likely can't say a thing.
If it's residential, a variance will need to be granted, everyone in a lets say 300 yard raidis from the track is notified,
A public hearing is set, and the City will still do what they want.

Liability, if it's a private entity, the private entity is liable.
Wait till mxcouncil gets the quotes on that.

Tax burden, should be none, the City should actually get taxes from it, unless mxcouncil can get around them
by running it as a nonprofit .

As far as telling the government what's up, why he's doing it. why bother, they came to him.
It's their idea, let them figure it out.
As long as they don't put some kind of requirement on fees and discounts to city residents, who cares.
