Yes it boosts your red blood cell count, so when you come down from altitude to compete at say sea level, you have a lot more oxygen in your blood.
Best time I ever did for a 10 mile road bike time trial was the week after coming back from racing at the World Mountain Bike Championships in Vail Colorado in 1994.

If a rider is on doctor prescribed. Legal pain meds ...can he pass test and ride?

It directly effects your hematocrit - which is how many red cells the blood has, more cells, means more oxygen, which means more stamina. Everyone is effected differently based on what percentage they are at sea level. The reason to try at elevation is your body will naturally boost the RDC count, so when you head back to sea level, your body is FLUSH with oxygen.

I mention slipper slope, because look at that issue with the UFC fighter. Doctor tells him he has low T levels, and prescribes him TRT. USADA taps his should says not unless you want a ban....
