Sloppy front brake lever

Rebuilding my first bike and noticed how sloppy the front brake lever is. I've bled them a ton and doesn't fix my issue. Do I need to buy a rebuild kit for it? There's pressure at the end of the lever pull but if pumping it never builds up to what a good brake lever should feel like. Link is to a video of what my issue looks like.
