KTM bar risers?

Always assumed these washers that come with a new bike are bar risers? They fit the bolts, and nicely into the bottom bar mount but don’t seem right against the rubber that sits in the top clamp….are these actually risers? I'm pretty sure they are make the bars solid mount instead of rubber mount.

Ok, that makes sense…although I can’t see where anyone would want to do that…maybe less twisting when crashing? Thanks for the input…
